Coding, Compliance, Payment, and Practice Applications for Outpatient Rehab,
Helene M. Fearon, PT, FAPTA

Course Description

This 1 day course is designed for those who want to learn the most up-to-date information on physical therapy payment policy and compliance for outpatient clinics. Attendees will learn principles of coding, compliance, and documentation for rehabilitation services, as well as receive updates and explanation of changes from the Centers for Medicare and Medicaid Services, the latest with CMS functional G-code reporting requirements that began in July 2013, government quality incentive programs requiring PQRS reporting, current audit and review activity, and what is on the horizon regarding a new patient classification and payment system for out-patient physical therapy services currently targeted for 2015 for implementation. Information on the requirement to demonstrate “value” in physical therapy, documentation requirements, and fraud and abuse initiatives will be included. Physical therapists, physical therapist assistants, and administrators who are responsible for billing and coding need to attend this course to learn the best ways to respond to current and changing payment policy in the out-patient setting. 

Learning Objectives

  • Description of the current issues in the Federal Legislative and Regulatory arena and their impact on delivery, documentation, and coding requirements for rehabilitation in 2014 and beyond
  • Understand the most significant risk areas for audits, specific to private practice rehabilitation and how to best address through documentation both clinically and administratively
  • Learn the definition of Medical Necessity used by most third party payers and how to best apply to the reporting of services in your practice environment
  • Learn the most updated Medicare Documentation Requirements as well as other Medicare compliance issues and any implications to other third party policy
  • Identify areas of risk in coding (time, units) from a compliance perspective and learn documentation tips important in support of the use of codes to describe clinical practice in the private practice setting
  • Be able to appropriately document and report ICD-9 codes for OP rehabilitation services and begin to learn some basics regarding the transition to ICD-10
  • Review the elements of documentation that focus on describing function, from evaluation through discharge
  • Understand the potential changes to the payment and reporting methodology for rehab services in the future and how to best prepare for this transition from a thought and process perspective

Presenter: Helene M. Fearon, PT, FAPTA

Helene Fearon is a partner in Fearon Levine Consulting, (FLC).  She is a graduate of Marquette University’s Physical Therapy program, and is also an owner of Fearon Physical Therapy, a private practice in Phoenix, Arizona since 1986 that specializes in orthopedic manual therapy. She is president of and shareholder in a physical therapist owned provider network with over 150 private practices involved as members. In addition, she draws on her background of having been involved in the development and operation of three Medicare-Certified Rehab Agencies, a home care contracting business, two specialty practices delivering work injury management services, and is a development partner in a Rehab specific Electronic Medical Record, OptimisPT.

 Ms. Fearon has been involved over the past 20 years with the American Medical Association’s Current Procedural Terminology (CPT) process in the development, and implementation of CPT codes used to describe and pay for physical therapy services across all OP settings. She was appointed as APTA’s representative to the American Medical Association’s CPT HealthCare Professionals Advisory Committee (HCPAC) in 1992 and completed 8 years of service on the AMA’s CPT Editorial Panel as well as 3 years on the Panel’s Executive Committee.  She currently is APTA’s representative to the AMA CPT HealthCare Professionals Advisory Committee (HCPAC) and a reviewer and contributor to APTA/Optum Health publication “Coding and Payment Guide for Physical Therapists”

 As part of her consulting practice, she is called upon for her expertise in development of payment policy and training materials for Rehab services from a coding, billing and medical necessity perspective. She works with physical therapists, other healthcare providers and administrators in office-based practices as well as in healthcare facilities. Ms. Fearon assists third party payers, regulatory agencies, and healthcare attorneys in providing education in the areas of documentation of rehab services, appropriate utilization and data management, and the correct coding and billing of clinical services. Ms. Fearon has provided expert testimony in state and federal cases involving fraud and abuse in the provision of physical therapy services in the outpatient setting.

 Ms. Fearon is involved in the American Physical Therapy Association (APTA) both at the state and national level. Her activities in the APTA include serving on the Board of Directors of the Private Practice Section - APTA and she is currently chair of the Section's Government Affairs Committee. She is a member of APTA’s Public Policy and Payment Advisory Panel and Alternative Payment System Task Force.  She is an active member of the Arizona Chapter of the APTA and its’ Payer Relations committee.  She served as president/member of the AZ licensing board from 2003 - 2007. She recently was honored as a Fellow of the American Physical Therapy Association in June 2012.


Physical Therapy Evaluation and Management of the Thoracic Spine

Course Description

This laboratory intensive course will concentrate on the evaluation and management of the thoracic spine using an orthopedic manual therapy approach. Course participants will be instructed in identifying thoracic spine dysfunction through evaluation then managing the respective conditions using the pillars of evidence informed practice.  The role of the thoracic spine in regional interdependence will addressed.

 Course Objectives:

At the conclusion of this course participants will be able to:

  • Describe the anatomy of the thoracic spine.
  • Differentiate between viscerogenic and musculoskeletal pain in the thoracic spine region. 
  • Describe and demonstrate the ability to perform an examination of the thoracic spine, including, but not limited to, the following: Observation, Palpation, Range of Motion, Joint Mobility Assessment
  • Identify types of thoracic spine dysfunction.
  • Describe indications and contra-indications to joint mobilization and thrust joint manipulation techniques to the thoracic spine.
  • Determine treatment needs of a patient with thoracic spine dysfunction utilizing:  Manual therapy, Exercise,   Neuromuscular re-education, Posture re-training
  • Utilize evidence informed practice to guide management of patients with thoracic spine dysfunction.

Presenter: Anthony Kinney, PT, DPT, OCS, FAAOMPT, MBA

Dr. Anthony “Toby” Kinney earned his entry-level Master’s Degree in Physical Therapy from New York Medical College in Valhalla, NY, in 2002.  Following graduation he gained extensive physical therapy experience at Mount Sinai Medical Center in New York, NY.  In addition, he worked in private practice outpatient physical therapy.  His keen interest in movement system impairments prompted him to seek his post-professional Doctorate in Physical Therapy from Washington University in 2008.  He has a vast amount of physical therapy experience, which range from working in an occupational health setting to being a rotational physical therapist for the U.S. Ski & Snowboard Association.  In addition, he has been a clinical instructor for numerous students, and orthopedic physical therapy residents. Dr. Kinney is an American Board of Physical Therapy Specialties board-certified Orthopaedic Clinical Specialist, and a Fellow in the American Academy of Orthopaedic Manual Physical Therapy.  He holds a Master’s of Business Administration from Duke University. Toby is a Clinical Assistant Professor in the School of Physical Therapy & Rehabilitation Science at the University of Montana. He primarily teaches advanced musculoskeletal management and clinical medicine content.

MAPTA reserves the right to refuse/cancel an event registration. If MAPTA refuses a registration, registrants will be offered a full refund.
Registration Cancellation by Participant:
• Cancellations will be accepted in writing via fax, email, or mail.
• A $25.00 administration fee will be withheld when cancellation occurs up to ten days prior to the start of the event; 50% refund if cancelled 2-10 days prior; 25% refund if cancelled 0-1 day prior.
